Richard P. Suttmeier, former Director of CAPS and of the Asian Studies Program, specializes in Chinese and Japanese politics, science, technology and international relations, and comparative science policy. He has served as a consultant to the International Development Research Center of Canada, as a Senior Analyst at the Congressional Office of Technology Assessment, as a consultant to the World Bank and the UNDP, and as the Director of the Beijing Office of the Committee for Scholarly Communication with China. His current research focuses on the role of science and technology in US-China relations, technical standards in China’s post-WTO technology policy, and the management of environmental and technological risks in China. His recent publications include: “China’s Post-WTO Technology Policy: Standards, Software, and the Changing Nature of Techno-Nationalism” in National Bureau of Asian Research, (2004); “Science and Technology: A New World in the Making?” in Strategic Asia: 2004-05: Confronting Terrorism in the Pursuit of Power, (2004); “Reform, China’s Technical Community, and the Changing Policy Cultures of Science” in Chinese Intellectuals between Market and State, (2004). With support from the NSF, in September, 2003, he co-organized an international conference on “China’s Emerging Technological Trajectory In the 21st-Century,” and delivered a paper entitled, “China as a Rising Techno-Power?: Forces of Change and Continuity in China’s Technological Development” at the meeting. He is currently serving as a member of the China Task Force of the Council on Competitiveness. He received NSF Awards in 2004, 2002, 1998 and 1997.
